Information relating to cell phones is managed individually by each separate carrier (and there are many). Fortunately - for the truly desperate who want to know who owns a phone number, there are companies that purchase the phone number listing information from the individual carriers, compile this into a database and offer the information online for a nominal fee (to cover the expenses of running their business). One must be careful, however to select a company that stands by their results. A reputable company will not charge you if they are unable to find the number that you are looking for in their database.
